SUBJECT . Delegation of Responsibility and Authority to
Requisition and Approve Expenditures of Special
Funds within the Limits of Budgetary Allotments.
In accordance with WO Directive No.18 and the OSO Budget for
the fiscal year 1946-1947, as approved by the Projects Review Committee,
dated 10 February 1947, Chief of Operations is responsible for and
authorized to execute the approvals and certificates required of Branch
Chiefs as prescribed by Special Funds Regulations No.1, dated 21 October
7.916, for the Office of the Chief of Operations and each of the Staff
Units attached to said Office, with the exception. that the Chief of the
draining Staff may requisition and approve expendJ..tures of Special Funds
required in connection with covert training.
