This Manual is intended in part to supplement Special Funds RegulationaI I It is believed that all policies and procedures pertinent to OSO 25X1 in elaboration of RegulationE]eill be Ina separate section. The distribution of this section will be only within OSO in accordance with the instructions of the ADS?. The Administretive Manual itself will be in loose leaf form permitting ready re- vision and supplementation,. Its primary purpose is to provide in one place a current guide to CIO and SO es and procedures. In this o i CIO Administrative Order and S. 0. 25X1 25X1 Directive have been reviewed and it is believed by the undersign revision of S.O. Directive might be 25X1 desirable at this time in the interests of simplification of administrative procedure and more equitable treatment of person- nel. The complete basis of this opinion is set forth below. CIO Adainistrative Orderl paragraph 4, authorises 25X1 the psyment of per diem to personnel hired for overseas duty who are on temporary duty in ftathington for training and/or processing for overseas. Per diem up to $6.00 is authorised fbr the first sixty days and 04.00 thereafter.
