SOBJECTx CIO Administrative Order No.
March 191i7
In accordance with CIO instructions an 0min:to rative
Manual is in process of compilation. This Manual is intended
in part to supplement Special Funds RegulationaI I It
is believed that all policies and procedures pertinent to OSO
25X1 in elaboration of RegulationE]eill be Ina separate section.
The distribution of this section will be only within OSO in
accordance with the instructions of the ADS?. The Administretive
Manual itself will be in loose leaf form permitting ready re-
vision and supplementation,. Its primary purpose is to provide
in one place a current guide to CIO and SO es and procedures.
In this o i CIO Administrative Order and S. 0. 25X1
25X1 Directive have been reviewed and it is believed by the
undersign revision of S.O. Directive might be 25X1
desirable at this time in the interests of simplification of
administrative procedure and more equitable treatment of person-
nel. The complete basis of this opinion is set forth below.
CIO Adainistrative Orderl paragraph 4, authorises 25X1
the psyment of per diem to personnel hired for overseas duty who
are on temporary duty in ftathington for training and/or processing
for overseas. Per diem up to $6.00 is authorised fbr the first
sixty days and 04.00 thereafter. Paragraph 2 of said order like-
wise Calls attention to the fact that the per diem of $6.00 is the
maxims wawa payable not the minima, and that it is the
responsibility of the officials authorised to issue travel orders
and authorise per diem to see that the travel orders authorize
*Qv such per diem allowance as is justified by the circumstances
surrounding the travel.
25X1
25X1
In the case of p.reoneI employed for daty overseas
ailed to wasnington f temporary duty prior to overseas
departure no travel orders are issued and no basis has been pro-
vided for determining the amount of per diem to be paid.
Current S.O. policy appears to provide for penitent of
the auxins& ;6.00 per day to employees of CAP6,9 or below
classification. Application for per diesel` personnel Above
such classification must be approved by the AU.). It is under-
stood that in the latter cases the individual is required to
substantiate that increased costs are incurred by reason of
being in travel status.

it is the opinion of the writer that basic, job ?lase
is not a factor datersdning the amount of increased
d by an individtutl by reason of being in temporaz7
nor is basic salary a measure of the financial
might be involved. ?here are numerous instances
re personnel without dependents or parlament
eretiere are living In rooming houses or apartments
ther perstamel while in Washington on temporary ciuty
Other persons are living in the apartmenta or homes or personal
rsonnel are incurring only alient or no in-
reason of being on temporary duty in Wasnington,
the full $6.00 per dies.
La order to fully protect the interests of the govern-
sent, insure equitable treatment to personnel, simplify adminis-
trative procedures and reduce the paper wort currently required,
it is suggested that either the Atli $6.00 per day be authorised
to all eligible personnel regardless of job classification, or
that the mount of per diem for all. personnel be bated on the
major variable factor of travel expense, namely, squarte
To illustrate a variable per diem rate in accordance
with the above suggestion a draft 3.0. Directive is attached.
Your decision and/or opinions with regard to this matter are
respectfully requested
