REFERENCE: Paragraphs I I and Memoran.(im, this Office,
SUBJECT: Redelegation.s3 u on y, ted 17 October 1951
1. Memorandum dated 1 December 1950 from the Director, CIA,
delegated the power to review and authori7g,,,,,payment of all allowances
to civilian employees stationed abroad to the Personnel Director.
This memorandum further provided that such official could redelegate
his authority where appropriate.
2. Confidential Funds Regulations provide that military personnel
will be procured by and assigned by their their parent service at the
request of the Personnel Director and that such personnel may be paid
allowances in accordance with Agency regulations applicable to civilian
personnel, where such regulations provide benefits substantially similar
to, or greater than) those granted under military regulations.
3. In accordance with above mentioned provisions, I hereby revoke
previous delegations of authority and delegate the authority and re-
sponsibility for the approval of all allowances to military personnel
to Chief, Military Personnel Division, CIA.
