Approving Officer is contained in paragraph of the Confi-
dential Funds Regulations, which provides that such action
shall be by the Deputy Director (Administration) or the appro-
priate Assistant Directors and specifies that this authorization
may not be redelegated.
2, Under the provision of the regulation cited above, it
does not appear that a delegation of Approving Officer could be
signed on behalf of an official specified in the regulation. If
you agree with this interpretation, it is requested that your
memorandum of 5 June, attached, be resubmitted over the signature
of the Assistant Director or, in his absence, the Acting Assistant
Director.
