In a memorandum dated 22 September 1952 the Chief, E Division 25X1A9a delegated to Mr. the authority to approve authori- zations for clothing allowances for enlisted personnel. 2. It does not appear that this authorization is acceptable. Clothing allowances are provided for in Paragraph 6.5 and 6.7 f(3) of the Confidential Funds Regulations, 6.5 of the Confidential Panda Regulations provides that the Assistant Director may approve allowances for enlisted men. 6.7 f provides that the Deputy Director may grant such allowances. Under neither does it appear that the Chief of a Division would have authority to approve clothing allowanves and accordingly could not further delegate this authorization, 25X1A9a 3.
