SUBJECT: Approving Authority For Financial Documents
1. Per CFR 10.5 and CPR 15.0, paragraph b, the responsibility
for obligations incurred at Headquarters against funds allocated
to the, Eastern Europe Division is vested in the Budget Officer
and in the Assistant Budget Officer, during the absence of the
Budget officer, as of 1 December 1952.

will be recognized as the approving authority on all financial
documents concerning this Division.
