budgetary, fiscal and financial matters. Although
he does hot, and is not expected to, exercise the
same latitude as my three senior staff chiefs, there
are countless burdensome details from which he can free
them and me in order that our efforts may be directed to
broader problems. In following through on many matters,
Approving Officers, WHD's Chiefs
would be required if an officer other than the Staff
Chief concerned were to certify various operational
expenditures concerning which he lacks detailed first-
hand knowledge. The criteria set forth in paragraph
3 of Reference, as well as the need-to-know principle,

his status is comparable to that of Mr. II who,
although he is Acting Deputy CWH, actually exercises
financial approving authority within his staff area of
PP cognizance. It is my belief that such a delegation
of authority not only is appropriate to the division-
level extension of the Senior Staff concept which
constitutes an important factor of the organization of
the DD/P complex, but is equally justifiable from the
standpoint of eliminating unnecessary explanations which

great value attached to the fact that he may take
action with Finance Division., your Staff and other
offices concerned without the delays which would
ensue were he lacking authority to act.

Finance Division the attached list of Approving Officers.
