Approved For Release 2002/05/16 : G4A-RDP81-00755R000200100070-5 9JBJECT: Payroll Authorization As of 19 October 19116 all overseas employees of SSU were to be terminated. Those persons chose employment was desired by CIO were to be rehired in the field and those not to be engaged by CIO were to be returned to the U. S. To effect the new CIO appointments it was neceaary that some of the forms be executed in the field and forwarded promptly to Washington. As of this date many of the forms have not been received due either to pouch delay or the difficulty of preparing the necessary forms in the field where personnel may be widely scattered. As a result there are several hundred employees who have been employed by CIO in the field but due to lack of necessary papers in the U.S. cannot be legally paid from GIG funds. The next payroll date is November 18th. Either these employees will not he paid on this date or authorisation must be obtained to rake payments in the absence of the for,.al employment papers. In view of the fact that failure to make payment in accordance with allotment instructions may result in serious hardship to dependents of e:rployeea, authority is requested to pay such persons from CIO funds In anticipation of the receipt of the necessary records. Any adjustments necessary due to changes in allotmeit instructions which are not known to this office can be effected in subsequent pay periods. VC I I STATINTL
