In accordance with a memorandum to all foreign division
chiefs dated 27 April 1949, it has been determined in this case:
a. That the employee should receive this training under
secure circumstances for reasons of immediate opera-
tional necessity;
b. That the cost to the Government will not exceed 4 250.00
during any fiscal year; and
c. That such language lessons will directly benefit the
Government.
3. It is re uested that the above authorization be made effective
1 July 1950, so that uay be reimbursed, in the amount of $ 110.00,
for lessons which he took in the United States during August and
September 1950 in preparation for his 25X1C
