REFERENCE: EXO Memo of 27 Apr 1949 re Authorization for Language
Lessons
1. Because of the limited circle of English-speaking natives with
whom an operative will come in contact, a thorough knowledge of -
is the greatest single factor making for operational success in
An operative's adaptability to the area and his success in dealing
with the people are secondary to and dependent upon his facility with
the language. One is always considered a "foreigner" in _ unless
he knows the native language.
2. Further, a very real security problem results from a lack of such
knowledge since interpreters must be relied upon with all the attend-
ing difficulties that such dependence entails.
3. In view of the above, it is considered of immediate operational
necessity for the following to receive authorization to study Arabic:

(b) scheduled to depart for on 25X1A6a
May 1949.
4. It is estimated that the cost of these lessons will not be over
X125 per individual for a six-months' period.
5. It is the conviction of FBR that such language training will be
of direct benefit to the Government.
