1. It is requested that permission be granted to Mr. -
our representative in- to take from station funds
in the amount of $96.00 to jj, for language lessons taken by Mr.

June 22, 1948 at which time, request was made to headquarters for per-
mission, but since the original request did not outline the operational
purpose or indicate for whom the lessons were to be arranged a further
request was made to the field for additional information. Anticipating
approval, a competent instructor, then available, was employed and work
on the language was begun.
2. While.we realize that our field representatives proceeded
with these lessons in June 194$ without authorization-from headquarters
adequate details have now been supplied and the position of the Branch
is that such language work is operationally essential and has been Justi-
fied to our satisfaction: In addition to the $96.00 requested above, it
is further requested that permission be granted to the station chief at
and his deputy to take from our operational funds the amount of
$7.00 per week for instruction for both men beginning 1 January 191+9.
