In the gradual change-over to CE responsibility from th 25X1C to the Station, personnel in semi-cover face an exceedingly important operational and CE processing responsibility. To meet this responsibility, FBZ has selected some of its most able individuals from a technical standpoint without regard to language. It has now in place four individuals and proposes to add three or four more in the next few months to fill the approved T/O set up to meet the operational demands of the station. 25X1A6a 2. is a large, superficially modern metro olis populated by a 25n 1A6a polyglot mixture in which the dominant languages are and English. It is possible to operate on the basis of gnglish, but the possession by some of the staff of additional languages is essential to top effectiveness. 25X1A6a 3. It is recommended that the Chief of Station be approved to take - both as a means of bringing him into contact with certain personalities that he cannot normally reach otherwise, and as a real means of learning to speak and read the language. 4. It is recommended that the two responsible and operationally experienced 25X1A6a women employees be approved to take sufficient - to acquire a rudimentary reading knowledge essential to the determination of characterb comment and general meaning of documents handled* har recommended that all three be requested to take sufficient individuals have been and will continue to be career employ5as. 6.
