Reference :
1. It is requested that approval be granted for
e of funds for - language lessons for Mr. John
who is presently serving as an Operations Officer
2. The following is the specific justification in
regard to referenced OSO regulation:
a. In order to assist and exploit the-
operations within the National Intelligence
Coordinating Agency (NICA), operational necessity
requires that Mr. increase his knowledge of
Security measures will be taken to protect
Mr.~ s cover position and connection with this
organization.
b. The cost of Mr. ts lessons will not
exceed $250.00 per fiscal year.
c. An additional operations officer with a

organization on a long term basis.
