dated-27 April 1949, it has been determined in this case:
a, that the employee should receive this training
under secure circumstances for reasons of immediate
operational necessity;
b. that the cost to the Government will not exceed
*250.00 during any fiscal year for Mr. and 25X1A9a
c. that such language lessons will directly benefit the
Government.
3. It is considered that such language lessons will improve
subject's qualifications to perform his operational duties.
