I believe that the conference on the problem of Soviet imperialism to be conducted by the School for Advanced International Studies of the Johns Hopkins university during the period 10-14 August offers a major opportunit for the training of personnel in this Division. As you know. is responsible for ac- quiring the operational intelligence necessary for CS operations. In this role the problems of Soviet imperialism and of international Communism are total subjects which embrace most of the lesser research subjects we conduct. Consequently I believe that a conference on these subjects, at which discussion is as competent as this conference promises, is of far more importance to the career training of personnel of MMJM than the usual operations training course. This attitude explains the large contingent of six (including myself) for whom I request acceptance. 2.
