SUBJECT: Moscow English-language Programs for India

1. The Soviet-prepared propaganda magazine INTERNATIONAL REVIEW
for May 1964 carries partial details of Radio Moscow's external programs
(see attachment) in which targets for certain programs are listed contra-
dictory to FBIS-published data.
2. English language programs at 1000-1030, 1300-1330, 1430-1500,
and 1600-1630 GMT, which FBIS lists as directed to Southeast Asia, are
listed in this publication as directed towards India. On a number of .
previous occasions, published material disseminated by the Soviets have
likewise listed these broadcasts as directed to India. While voice
nnnouncements identify these transmissions as "the Southeast Asian Service
of Radio Moscow", the times of broadcasts are given in Indian Standard Time.
3. FBIS has sourcelined editorial copy taken from these programs
as follows: Moscow in English to Southeast Asia.
4. Under prevailing United States Government geographic standards,
India is not considered part of Southeast Asia but rather a principle area
of South Asia.
5. Because of the current political significance now being placed on
India and the question of whether BIS and Editorial material might be mis-
leading, it would appear that a closer study of this particular problem is
warranted with a view to possible modification in FBIS di eminated
