happy to arrange an open hearing.so that you may discuss S. 782, the
fedora). employee privacy bill.
Since the Subcommittee's agenda, like my own, is quite full,.I would
hope this can take place within the next two weeks.
I had thought all the issues were thrashed out two years ago when
this proposal was amended to meet the objections of your agency. If
there are any others, I hope we can get them cleared up so the bill can
be 'enacted.

MEMORANDUM FOR THE RECORD
SUBJECT: Discussion of Ervin Bill (S. 782) with
Senator John L. McClellan (D. ,A.rk. }
During his visit to the Agency on Saturday, 1 March 1969,
Senator John L. McClellan expressed interest in the Agency's
personnel security problems, and in this context he was told
briefly of our concern over some of the provisions of the Ervin
bill. We did not brief the Senator in detail on this problem, but
his questions and comments left no doubt that he appreciates the
special problems of the Agency in this regard. As the ranking
majority member, after Chairman Eastland, of the Judiciary
Committee, Senator McClellan might be helpful to us if called
upon.

SUBJECT: Conversation with Chairman David N. Henderson, Subcommittee
on Manpower and Civil Service, House Post Office and Civil
Service Committee, re Ervin Bill (S. 782)
1. This morning I called Mr. Henderson and told him of:
a. our unsuccessful meeting with Senator
Ervin on 24 February 1969;
b. our conversation with Senator Eastland,
who had advised us to request a hearing before
his full Committee if we were unsuccessful in
appearing before Senator Ervin's Subcommittee;
c. the apparently sympathetic attitude of
Senator John L. McClellan;
d. our coordination with other executive
agencies.
2. Mr. Henderson fully concurred in Senator Eastlandb
suggestion that we try to get our case before the full Committee
if we are unsuccessful before the Ervin Subcommittee. He also
recommended continued efforts to mobilize other executive agen-
cies to present a common front. He promised to pass on to us any
information on the subject which came to his attention, and renewed

his assurance of full support so far as he personally is cannernarl
