R. 1579 IN THE HOUSE OF REPRESENTATIVES JANUARY 9) 1973 Mr. HOWARD introduced the following bill; which was referred to the Com- mittee on Post Office and Civil Service A BILL To protect the civilian employees of the executive branch of the United States Government in the enjoyment of their con- stitutional rights and to prevent unwarranted governmental invasions of their privacy. 1 Be it enacted by the Senate and House of Represen'ta- 2 Lives of the United States of America in Congress assembled, 3 SECTION 1.
