1.2 lled to inquire if we knew the status of H. R. 1281, the House version of the
Ervin bill which protects the constitutional rights of Federal employees. I
told him that the bill had been scheduled several times for mark-up in
subcommittee, but there has not been a quorum. He was aware that the bill
adequately exempts NSA, the FBI, and ourselves. I also told him that
John Martiny, t.he'General Counsel on House Post Office and Civil Service
Committee, is watching the bill for us and might wish to call him. 25X1
25. Handcarried to Senator James
Abourezk's (D. , S. D. ) office the Director's reply to the Senator's letter
-f 27 August relating to his proposed amendment on police training.
Also delivered copies of the letter to Guy McConnell, professional staff
member, Senate Appropriations Committee and Ed Braswell, chief counsel
and staff director, Senate Armed Services Committee.

contacts with foreign police and internal security forces was being handcarried

Counsel of NSA, who expressed interest in the fact that the Baker/Weicker
proposal for a joint committee had been referred to the Senate Government
Qperations Committee. I told him I thought this referral was proper and
as I recalled it was the same procedure followed when Senator Mansfield'
introduced his joint committee proposal in 1956. We also discussed the
Mondale select committee proposal and I told it was the feeling of o2SX1
bring him up-to-date on the status of that bill.
I mentioned tolI the flurry of activity in a number of legislative
L,,,'~proposals including amendments to the Freedom of Information Act and other
similar legislation. I said he might want to check on their position on these
items.
4. Received a call from Ralph Preston, House
A propriations Committee staff, who told me that Representative Elizabeth
oltzman (D. , N. Y.) offered an amendment to the Continuing Appropriations
Resolution on the floor this afternoon objecting to any funds for CIA for
destabilization of foreign governments. The motion was defeated.
