This directive is in effect during the amnesty period and is specifically
directed at the leading cells of the N.O. Internal number WBL9-27-'72-3.7.
The fight against the Underground must be conducted by infiltration and
complete intelligence about their leadership after which they will be
destroyed.
To fight the Underground two different methods will, be aadopteda
a. The most ruthless action vri.ll be used against the Underground
Staffs by extermination and destruction of their property. It is Im-
perative to understand that these people are our greatest ens r and will
-never work loyally with us.
b. Those of the opposition and of the Fascist organization the hasv
one along with us at the very beginning of our democratic popular builds =rap
and those who came out during the first amnesty declared by the Gover e?-*
and who since are occupied in useful work, have joined the party and are
loyally working with us, those will be left alone.
c. Toward those who are ordinary members and are nothing but pawns
tad treatment will be used and if they are willing to become informers,
leniency and discharge from prison will be adopted. The public will be.
persuaded of the uselessness of Underground action. Thus its bases will
be cut off.
d. Educational action will be instituted through the paw., organ .oar .
