~.. The following basic precepts must govern PP1;~s action in achieving con~~t:?ol
of village sectarsr
(a) PPR?s organization and strength must be increased and widened.
(b) PPS influence cannot be tolerated and must be neutralizedo
(e) lea help 'rill be given to 8L except when there is. certainty that th+tt
PPR cannot penetrate a given territory, and that SL leadership 3e ixt the
hsnds of activists ar under the direction of the ~ PPR (~xecutiv
Committee of PPR}.
(d) PSL influence aatst be completely and systematically crushed.

2. PP$~a program for seizure of ~-o~eer in village sectors is not a temporary one,
it will becot~e the basis for future Government action. Detailed directives
outlining our course of action will be furnishsd to village PPR camtnitteet~
by the KC PPIt (Central Cot~ittee of PP~i), Speci?tvl. courses will be orgeaeized
to instruct the gouth and thus provide village committees with personn~I of
superior training, high .~rxaral standing, and 'aggressive personality.
3. These village cotami.ttees will lead and co-ordinate those PPR cells work i.r~g
independentlg in the ZSCh (Peasant Self Help Union), in co-operat3vea, Ftc.
They wi11 also dominate the villages econott~i.c and cultural life, Sts youth,
its local government, arc, itg ZSCh. Forking through the ZSCh and Self-Gove~sment~
3t will regulate the groxeth of popu].at~.on~ distribution of land, transfer of
peoples placetment of unezaployed, and screening. ai' yr~uth chosen for education at

4. Daring the first phase a~' the battle for a village, the PPR will try to capture the
strml,I-holders, the largest and mast radical group in a villages They ~~-i11 be
employed as s cadre in the formation of secret PPR squads of econotuic sn.d cultural
workers.
