(b) Zonal occupation authorities are unwilling to acce?t more Germans. (c) The 9PR does not want to lo;:e prospective ?arty members., (d) The Germans themselves object to leaving. 5. There are indications of planning and organized direction in t; recent flow of Germans to the east. The flow is especially noticeable in Opp 'In-Silesia where many Germans are returning on the pretext th.,t they are actual: ? Silesian Poles who were transferred by mistake. Arrivals have averaged betwe 15 and 20 persons per clay since September 1946. Many Germans are also fleeing t Goland from the Soviet Zone because of political and economic conditions there. (e) 13 May --- Attacked a frontier guard post at Olchowice, Iro,~o district. tf) 24 May -- A band of P50 well-armed UPA men requisitioned a',.1 bread in $zuwsk:o, Jaroslaw district. 8. All Polish villages in the Ukrainian neighborhood must pay a "?:Lnsom" to the U01, (Ukrainian Arty Organization). "Ransom" is payable in cash ar_:, yroduce, and is collected under threat of death.
