The campaign for the collection of blood. in the Rumanian Peopl.ers Republic, which began by invitai;ions to contribute voluntarily, has now become an obligation of the regime. All citizens are required to have their blood tested, though there is no charge for giving the tests. However, when individuals present themselves for blood tests, the amount of blood taken is not the five cubic centimeters needed for a test, but fifty to sixty cubic centimeters. Citizens who refuse to submit to this test, are fined fifty lei, 2. Each district of a town has its own blood collecting center. Workers are requ'.red to give 250 cubic centimeters, every three weoks. "his is subjected to modern desiccating procedures and is preserved for the use of the army. In return, the workers receive free issue of a certain quantity of food--oil, flour, and rice. Sometimes they also receive a little soap, which is very rare in Rumania. 3* People working in the state stores also, theoretically, receive foodstuffs. 1+. The Communist Party draws up special lists of persons from whom extra quantities of blood are to be taken, Source describes these quantities as "criminal pro- portions." 5. New directives are being sent out to all state enterprises in Rumania, directing that no ration cards are to be issued to workers till they have given the amounts of blood demanded of them. Workers or employees in private enterprises are not allowed to have any ration cards at all, if they possess half an hectare of arable land of their own.
