Another project to be discussed is the decentralization of the Ministry of Defense,
with the possible designation of Deputy Ministers for Army, Navy and Air, a4d new
appointments In territorial defense for AM Vasile.vskyand G X Zhukov.
1. An important point session of the Presidium of the Communist Party will take place
in the first half of Jan 19 ., during which a reshuffle of the Soviet Government will
be ar.mo rived, NS KI)rushchev will be designated First Deputy grime minister and
will also take over the direction of the atomic reAearch,,and production program.
LM Kaganovich will be released from all present functions to take over the
pr par'ation of a new eoonomic plan for the USSR.
2. At the same time a declision' will be made between Khrushchev and Kaganovich as the
rl' :piaosment for V.M.Molotov in the Foreign Ministry, should this become necessary.
3. A reorganization of the secret services will be ordered, and this may include the
reestablishment of the independent Ministry of State Security under A.M.Kosygin.
5 A.I,Mikoyan will be placed in charge of the economic development of the Asiatic parts
of.,the Soviet Union, where a new capital is to be built, second only to Moscow. A
permanent office of Deputy Minister of Defense at Vladivostok. will be set up and_
Marheal Sokolovsy 411 be appointed to. it.
6. There wil be promotions for ministers I.A.Benediktov, V.A.Malyshev and I.I.Mosenko,
who have proved to h efficient administrators,
