1. The Rumania m:ilitla are now demanding a special identity card -- called,
for some reason, a "bulletin" -- whemvezl any citizen desires to move
about within the country. In case any one wisher: to enter a restricted
zone, he has to get a special permission from the irection of. the militia.
Before receiving it, he must give reasons for the-travel, length of stay,
method of travel, and similar details. The "bulletin" is supposed to
show that the traveler live;: in the area. he is about to visit. If not,
he needs still another special permission.
2. In the railroad trains the "bulletin" has to be shown at the first demand
of mil-'.tJ.a agents.' No one can so much as buy a ticket without shcvr:.~xg his
"bulletin"..
3. Persons caught traveling withot+t a "bulletin" are at once arrested. j
law, they rre then sent to concentration camps. Often they go to the.
forced labor camps.
LI., The following are restricted areas: Arad, Oradea, T'imipoara; also the
entire zone along the Yugoslav f"^ntier; plus stretches of railroad between
8trehaia--IablaniVa; Cernavoda--Constanta; Bucharest--Giurgiu. Trains
enter:?.ng these districts swarm with militia who, while the train is moving,
make a great many unexpected examinations.
