An economic and cultural agreement between the Peoplets Republic of China
and the Democratic Peoplets Republic of Korea was signed on 23 Nov 53. The
agreement in general, term, provides for. closer economic and cultural tics
between the two countries, to be implemented by separate specific agreements
between the economic, trade, communications, cultural and;ducational depart-
ments of the two governments

The Central Peoples Government of the Peopless Republic of China and the Government
of the Democratic?People*s Republic of Korea hold that the strong solidarity between
the Chinese and Korean peoples has assured the great victories that have been won in
their Joint struggle against imperialist aggression and in the defense of peace in
the Far East. With a view to consolidating this solidarity and continuing to develop
the traditional, unbreakable friendship between the peoples of the two countries, it
is the common demand of the two Governments to further strengthen the economic and
cultural ties between the PeopleTs Republic of China and the Democratic Peoplets
Republic of Korea. Both Governments are to the profound belief th!.t the strengthening
and development of this cooperation between the two countries are consistent with the
vital interests of the two peoples and are of great significance to the cause ofI
defending peace in the ''ar East. For this purpose, it has now been decided to conclude
the present agreement and the following full power delegates have been appointed by
the respective high contracting parties:
Chou En-lai, Premier of the Government .dministration Council and Minister for Foreign
.Affairs of China, specially appointed by the Central Peoplets Government of the?Peoplets
,Repuc'.ic of China, and Kim II SungXremler of the Democratic Peoplets Republic of
Koren, specially appointed by the ding Committee of the Supreme Peoplets assembly

credentials and considered them satisfactory. The following terms have been
agreed upon betweenth

Article 1, Both high contracting parties shall ensure the consolidation and development
of the economic and cultural relations between ,phe two countries on the basis of friend-
ship, mutual assistance, equality and reciprocity and shall extend to each other all
possible economic and technical aid, carry out the necessary economic and technical
cooperation and endeavor to promote cultural exchange between the two countries.
Article 2. With a view to implemq Ling the present agreement, the economic, trade,
communications, cultural and educational departments of both high contracting parties
shall separately conclude specific agreements on the basis of the present agreement.
Article 3. The present agreement shall be ratified as soon as possible and shall come
into effect and shall be valid for a period often years from the date of its ratification.
The instruments of ratification shall be exchanged in Pyongyang. In the absence of
notification of its abrogation by either high'contract:ng party one year before its
expiration, the present agreement shall be automatically prolonged for another ten years.
Done In Peiping on November 23, 1953 with two copies and each copy has been prepared
in both Chinese and Korean, the text in both languages being equally authentic.
