1. % confused situation was created to the Polish Communist Party because of the
prolonged absence of any directive,, from Moscow after Stalints death, regard-
ing eventual changes in the general, line of the Polish Communist Party's
policy. This lack of directives led to serious quarrels at the secret Party
Central Committee meeting on 2 and 3 Oct 53, when two trends clashed: one
favoring considerable "liberalization" of domestic and economic-social policy;
the other, favoring more severe security control and disciplinary measures on
'x.orkers and peasants for the fulfillment of the planned tasks. The violent
exchanges, remained inconclusive and the secret meeting ended in an uproav.
2. The Central Committee l;:> open 'Meeting was called for the end of October 1-953, and it
decided to convene a .arty Congress in mici February-1954. But. still there va ere no in
struiitions from Moscow. >pparentiy, early in January-1954 these: instrue t>ions, arrived
as a result of which all the preparatory work done in anticipation or I,t ,~ Febxuz3:ry
Party Congress had to be cancelled., and new programs, new speeches, a nel?? Party
policy had to be evolved. All this could not be done in the remaining shortt.ine
(for 4.'February Congress), ,:so the tarty Congress was postponed until 16 Mar 54,
which has been or1'icially announced.
3. The above reported Moscow delay is of intere=st, because it Is a result e:1f the
internal differences in the Soviet Communist Party, especially among the top
leaders, between ,lenkov and the younger "manaceru" standing for "liberaliza-
tion", while the old hands (Voroshilov,, Molotov:, 'lulganin and F i novial?s)
demand stronger discipline and wish to enforce it by means of more force and terror.,.
4. The belated instructions to Poland, may mean that some kind of cry,::toi - t"can in
the 'soviet Communist ztartyls political. program took place late ir: f)eceri er? (Bc jp. was
executed on 23 Dec 53) and allowed instructions to be.sent to t,h eorn-
munistks at the beginning of January. These., instructions .are at present bring
studied by the Polish Politburo members';, and have not yea; been s.~ ans ~iatelt Into
definite moves.
