1. The Uniunea Tineretului Muncitoresc of Rumania is also known as "Utemist" or
as UTM. It is the Union of Working Youth of Rumania, controlling'political
work and . activities by, and among, Rumanian youth. It has a profound influence
over young people of all. classes, since it reaches Into all aspects of
their life.
2. Organization is, in general, based on that of the Soviet 'IKomsomols'" The
Central Committee of the TUTM, with headquarters at Bucharest, is organized.

3. In a general way, the UTM prepares the cadres for the Communist Party, or
Labor Rumania ;(Fartidul Muncitoresc Roman.). once an individual has actually
entered the Communist Party, he,ceases to be an "Utemist," but he is likely
often to be referred togs a "former Utemist,R" The express purpose of UTM
is elevation of the ideological level of youth," and all activities designed-
for for this purpose are modeled on the general ideas of Soviet Communism.
4. The organization has various other, subordinate regional organizations. There
are eighteen of these, corresponding to the eighteen administrative divisions
of the Rumanian Peoplels Republic. The Republic itself has had. these
eighteen divisions since 1951. Each region.is,in turn, divided into several

11rayonsV". The "rayons"' themselves have certain similarly subordinate
.organizations,'which depend either on the rayons themselves, or directly
on the regions. In addition to the local UTM organization for each city
or village, each Institution also has a base organization of the UTM.
5. The basic organizations of the different institutions are subdivided into
brigades. Each brigade has branches of its own to deal with such matters
as organization, propaganda, agitation, education, arts, culture,. sports,
finance, and. reconstruction. According to what local requirements may
necessitate, two or three of these different branches ofathe basic organization
may be combined, into a single branch. Each basic organization has a committee
that is in permanent contact with the Central Committee of the UTM which,
in its turn, is linked up with the Communist Party..
6. The members of the Central Committee of the UTM are:
a. First secretary; aheorghe Florescu, also a member of the Committee
for the Defense of the Peace of the Rumanian Peoplets Republic.
b. Secretary: Paul Cam, also a delegate to the Vienna Congress.
