Nsngalli Naval Base is one of the most important In Romania. Most of the formations there are ISovi,ot,, under the high naval command in Constants. 2. At the base is now a Soviet marine infantry regiment, bout 1,100 men strong. During 1953 they oars`Aeu coat nonsal training exercises, but details about this regiment are difficult to obtain, since it is hermetically sealed off from any Romanian contacts. The regiment is heavily motorised. 6. 4. A unit of the Soviet Black Sea fleet is at the base, but it has no large ships, only 121114 esoorts and torpedo boats. There is considerable Soviet ship traffic, but no large ships stay in the harbor. Soviet, ~aval personnel comes and goes by land. 7? There are also twr $ovtc't .xval technical companies, 16v to 180 men, who work with the Rmmanians on oonstruaation and repair work. Nsngalia has a large naval munitions depot, near the old Romanian bath. A large submarine pen system of heavy concrete was completed in the spring of 1953. It was constructed by soviet army engineers, to the number of over 45, and there were hundreds of forced laborers employed on the project. Nang Soviet technical personnel remain, quartered in the bath and its surrounding builaings. There are two Rumanian marine infantry companies, about 200 men. Also a naval technical battalion of 420to43O men, and a naval technical staff of 210 to 215 qualified technicians. They do not get along well with the Soviets and there are constant arguments. .
