Attached is NSSM 202 for which we have the action responsibility. It deals, as you will see, with the President's direction that there be a review of U. S. policy concerning the Nuclear Non- proliferation Treaty (NPT) particularly in light of the recent Indian test. This is basically a policy question, not an intelligence one, but the appro- priate DCI/Agency representative should be named to the working group that is to prepare the report the President wants by 12 June. After you have had a chance to think this through, I would appre- ciate your judgment on who that working group representative ought to be. 2. This project is conceptually related to but bureaucratically and procedurally distinct from the Estimate the DCI commissioned last week. To the best of my knowledge, the NSC Staff does not know that Estimate is in train. We might want to talk directly to Lodel about these two projects to ensure that they are mutually re-enforcing and dovetail properly with each other. 5X1A9a George A: Carver, ~r.
