Clarke, Jr. Deputy Director, National Foreign Assessment I i e Officer for USSR-EE SUBJECT: Procedure for Dissemination of Projected Memorandum to Holders of Brigade IIM 1. Action Requested: That you approve the proposed procedure for processing and disseminating the scheduled Memorandum for Holders of the Soviet Brigade IIM. 2. Background: As you know, work is now underway on a draft Memorandum to Holders to update our 19 July IIM. The purpose of the memorandum is to place on the record a documented, updated, fully coordinated Community assessment reflecting changes which have occurred since our mid-July analysis. 3. At the Brigade Interagency Working Group meeting last night, David Aaron, having been informed that such a memorandum was in progress, said that he wanted dissemination restricted at least initially to the President, Secretary of State, Secretary of Defense and the National Security Adviser. (This was in order to minimize danger of leaks about which Aaron expressed great chagrin.) I pointed out to him that as many as 30-40 people would be involved in reviewing and revising the draft being prepared by CIA and that drafts would have to be circulated widely in the Intelligence Community in order to get the coordination required. Aaron said he understood this and that a fully coordinated paper was what was wanted but that the completed product was not to receive more than the restricted circulation he indicated until approval for future dissemin- ation was given. 25X1 Approved For Release 2005/08A3G TA-RDP81 B00401 R000200050009-9 SECRET Approved For Release 2005/08/03 : CIA-RDP81 800401 R000200050009-9 SUBJECT: Procedure for Dissemination of Projected NFAC #4742-79 Memorandum to Holders of Brigade IIM 4. This morning David Mark called Bruce seeking assurances that the draft being prepared by CIA would be reviewed at an Interagency meeting in which experts from all parts of the Community would be represented (as opposed.to seeking telephonic concurrence). We do indeed intend to proceed with a large meeting because, like State, we want to be assured that all elements of the Intelligence Community are as clear and unambiguous about a common assessment as is possible. Mark also requested on behalf of INR that the coordinated draft should be reviewed by a Mini-NFIB meeting (mini- in the sense that only those agencies directly involved in preparation of the IIM would attend). I assume this is also for the purpose of securing maximum coordination of views at the highest levels in the Intelligence Community. (Newsom and Aaron expressed concern last night that General Tighe may not be entirely on board.) 5. Recommendation: I recommend that we complete preparation of the draft memorandum, circulate it to NFIB representatives as early as possible next week, hold a reps meeting to review and revise the draft during mid-week, and that you schedule a mini-NFIB meeting to approve a final draft at the earliest possible opportunity after the paper is completed.
