Office of Management and Budget, and Director of Central Intelligence, an assessment of our current military and ntel l gene _,need s in-Central America, with emphasis on El Salvador and Honduras, and recommend-whether we should consider strengthening our resources to meet these ,needs. Specifically, o we have enough mi itary and intelligence personnel at this time to support the government of El Salvador in its struggle with guerrilla groups? Do we have enough personnel and resources to assist the Honduran government in its efforts to prevent the transit of arms or guerrillas into El Salvador? Do we have enough personnel and resources to detect shipment of arms or personnel from or through Panama, Costa Rica, or Nicaragua? Can the US obtain these added capabilities rapidly? At what cost? (S) The report should begin and be based on a political assessment of our interests in the area and the likely problem the govern- ment will face in the next year. The report should be transmitted to the National Security Council by February 1, 19RQ, and it should clearly identify options for possible consideration at a PRC or. SCC meeting.
