Sam Hoskinson relayed to me by phone today the DISC Staff's concurrence in the intelligence priority lists as transmitted under. the DCI's memo of 1 May. He checked with.:David Aaron and reported that we could regard Dr. Brzezinski as having concurred on record." Sam agreed that Brzezinski would like to see the NITs issued in their present form as soon as possible, and that we should feel free to use his name to expedite any remaining clearances. 2. We now have State, Treasury, and the NSC; OSD, JCS, ACDA, and the Vice President have not yet responded. The key staff man at the Pentagon told me yesterday that I'd caught him in the very process of "commenting" on the DCI's proposal preparatory to for- warding a recommendation to Secretary Brown. It's not clear how much longer the process will take. 3. I have a call in to Spurgeon Keeney at ACDA. I expect him to concur inasmuch as we modified the two questions he is interested in so as to reflect the thrust of his suggestions. personally. . 4. I would not think a formal concurrence from the Vice Presi- dent is necessary, since he has not been directly involved in this project.
