SUBJECT: PRC(I) Meeting of 20 July 1978
1. On several occasions, you and I have discussed ways to involve
the PRC(I) in the budget process. What follows is a distillation of the
important points as well as some further suggestions in order to help
you prepare for Item 3 on Thursday's agenda.
- A direct linkage between National Intelligence Topics
and Budget options is probably impossible. In the future I
hope to be able to rglatemissions to options, but we are not
ready to try it yet. The memo you circulated to the PRC(I) in
support of agenda Item 2 comes as close to doing that as I
feel we can at this stage.
- Once the PRC(I) approves the NITs, presumably on
Thursday, you intend to circulate them to Program Managers
and will ask that community members respond to user's
priorities in structuring their budget submissions.
You also expect that an updated set of the NITs will be
a consideration in the NFIP guidance you will issue next
year.
- At the PRC(I) meeting in March you committed
yourself to developing a process for involving the PRC(I)
in the NFIP reviews. You are beginning that process by
discussing mission priorities at the meeting on Thursday.
You expect to consider members' views as part of your
program decision process, and you plan to repeat the
cycle at budget review time.

SUBJECT: PRC(I) Meeting of 20 July 1978
- You can remind the members that you meet regularly
with them individually and discuss, among other subjects,
their views on priorities and budget options. Although
not formal PRC(I) sessions, you consider these meetings to
be one way for members to advise you of their opinions.
- In sum, you would like to have the PRC(I)'s support
when you present the NFIP to 0MB and the President.
Therefore you m want to offer to send them copies of the
tentative decision letters and invite their comments on specific
issues before your final decisions are promulgated. This would
have to be done with the understanding that only you
are in a position to resolve differences and make the final
decision on NFIP matters.

Deputy to the DCI for Collection Tasking
SUBJECT: Relating Intelligence Topics to Program/Budget Options
Responding to your 14 July request for my views concerning the
third agenda item for the 20 July PRC(I) meeting, I would like to make
the following points:
a. There is not and probably can never be a fully direct
relationship among national intelligence topics, their relative
priorities, and proposed program and budget options. However,
of course, decisionmakers all along the line are very conscious
of the indirect relationships involved and have them in mind as
? they reach decisions that culminate in the budget process.
b. In structuring our organization of the NITC, we have
sought to approach the development of the relationship between
intelligence requirements and the resulting collection systems.
We plan to do this by presenting in our collection schemata the
specific requirements, priorities, amount of effort, and expected
results for each collection effort. When our system matures,
we hope to be able to sum up these efforts and expectations and
arrive more closely to a fielding of the relationships between
collection requirements and collection effort.

2. Current 'Status,
a. The subject has not been included as an agenda item for
the 20 July meeting.
b. Neither Schlesinger nor Kreps has been invited to attend
that meeting.
c. Neither Schlesinger nor Kreps has received copies of the
material to be used in discussing Priorities (Schlesinger had. been
kept appraised of this to some extent in the past)-
d. There are at least three individuals (Warrckc, Sell. and
McIntyre) who are to attend the PRC(I) meeting who were not polled
by the DCI regarding this matter.

SUBJECT: Monitoring Soviet Destruction and Dismantling (D&D) Activities
Rosie is interested in seeing that the subject addressed in the
attached memo, which Dr. Brzezinski chose not to sign, is dealt with
at the PRC(I) meeting. Ideally, he would like it resolved; but he
suggested a fall-back position of identifying the issue and agreeing to
discuss it at a future meeting. Rosie"s main concern ig getting the
subject out of SALT channels and into the PRC(I)'s balliwick. There was
no time for us to discuss it when he handed it to me after the NFIB;
however, we arranged to pursue it, and I will advise you of our con-
clusions prior to the meeting on Thursday,
