SUBJECT : Back-up for Your PRC Meeting Tomorrow (NIE 11-4)
1. Attached is an advance draft summary of the 8 August
meeting of the East-West Planning Group held at the White
House. Sam Huntington asked me to lead a discussion of the
policy implications of NIE 11-4-78 (at Zbig's initiative,
Sam said). I selected the topics to address. You may find
it useful to read the summary in preparation for your meeting
on 11-4 with the Policy Review Committee tomorrow.

2. The summary by no means represents a consensus
on anything. Moreover, in bringing order out of chaos--the
function of any summary--it suggests more coherence than
there was in the discussion. Also, minor points are mixed
in occasionally with major ones in a way that gives greater
prominence to the former than they deserve. Still with
respect to the major alternative arguments in strategic
arms, the heart of it is there. We never really got to a
systematic discussion of the policy implications of 11-4's
judgments regarding Soviet behavior in the Third World. You
need not bother with the last section of the summary.
