25X1 In accordance with PD/NSC-37 which authorized the establishment of`~
i tary Space Program, I have directed the ASD(C31) and DUSD(PR) to provide
me, by August of this year, with a flan to institute a Defense Reconnaissance
Support Program (DRSP). I have also proposed that you manage the DRSP. In
that role, your responsibilities and authorities will be separate from, but
consistent with your NFIP responsibilities. The DRSP will be responsive to
DOD requirements and the DRSP budget will be subject to the normal DoD PPBS/
ZBB process.

The DRSP will include all intelligence satellite activities whose rimar a

initiatives whose purpose is military support during crisis or war.
I request that you provide the ASD(C31) and DUSD(PR) with any support
? ey require during the process. The final plan will.be coordinated with the
DAL, and will be consistent with PD/NSC-37. The plan will specify that the
DCI will be furnished with the information necessary to ensure that full use
is made of the facilities and results available from the NRP and that there
is no unnecessary overlap between NFIP and DoD activities.
