SUBJECT: Conversation with the Secretary of Defense,
4 September 1980 (U)
1. The Secretary said he would give me a written response on the DRSP.
He said he thought some of our points had merit. He characterized the response
as being his "proposed" changes to the directive.. I thus assume it will not
be a fait accompli.
He said he would want Tighe. and Hermann to talk to us about the DDS
transfer. I said we had been through this one before; he said yes, it was
only because they had raised it before that it got funded the last time. I 2 5X1A
