MEMORANDUM FOR: Director of Central Intelligence
FROM: Acting Director, National Foreign Assessment
SUBJECT: Access to Henry Kissinger's SALT Files
1. Action Required: See recommendation, paragraph 4, below.
2. Back round: Your memo of 28 August 1978 (opposite) asks whether
Kissinger's SALT files would be valuable to our analysts. The answer is
definitely affirmative. Access to these files would:
-- allow us to place in perspective Soviet negotiating tactics
and programmatic decisions made during the SALT ONE process;
-- provide a more authoritative background in assessing current
Soviet programmatic changes as they relate to or are influenced by the
SALT TWO negotiations (e.g., changes in MIRV deployment programs);
-- provide insights of significant value in understanding
Soviet behavior in strategic matters beyond the more narrow SALT context.
3. Possession of a copy of these files would be highly desirable
to facilitate long term analysis. If necessary we would certainly settle
for access to the originals if that were the ground rules.
4. Recommendation: That you seek to obtain possession of or access
to Kissinger's SALT files.

Kissinger. Files on SALT Discussions
One of the points that I I made in his papers and
his oral comments to us was that we should have access to the
Kissinger files on SALT discussions. He indicated to me orally
that there has been a court ruling that these files belong to the
Government. If so, should we ask either for access to or possession
of a copy? Would our SALT analysts find these beneficial?
