The NSC meeting took place today under the
chairmanship of Ben Huberman.
The first draft of a paper laying out concerns
and options will be done early next week and will be
delivered to you, Secretary Brown, and Secretary Vance
the following week. Provisions have been made to
reconvene and push even harder if a change is seen, e.g.
The working group appreciates:
a. We don't really know what kind of reactWft
is up there so we don't really know the
probabilities to assign to various branches
in the "failure mode" diagram.
b. If some of a reactor reaches earth in a
populated area it would be a big deal.
c. One option is to go ask the Soviets what
they have in COSMOS 954 and if we can help.

2. A draft of a briefing on nuclear issues. and players in
the countries. the President will. visit from NIO/NP is next. I
recommend that you jot any questions or comments on it, and we
will work to improve it.
3. Also attached are three pieces of backup material which
you may wish to pursue in preparation for the briefing on Poland.
They are:
a. A paper on Poland's mode from State
b. A paper on Poland's economic outlook
c. A recent Foreign Affairs article on Poland
4. Finally, the package on Soviet oil estimates is
attached. This together with a paper on the meaning of recent
developments on the Horn of Africa which is in.preparation
completes the material that I now plan to ggther for your use
on 20 December.
