SUBJECT Briefing Item On The Alleged Ethiopian-Soviet
Plan To Capture Berbera, Somalia
1. Your opinion on this alleged plan was a briefing
item from last Tuesday (1 November) which was not covered.
Because of your interest in the article on Soviet Tactics
in the Horn of Africa in the current USSR Weekly Review,
I have a short briefing paper by I of ORPA on
that aspect of the Ogaden question.
