SUBJECT : Preparations for the 18 July DCI/NIO Meeting
and the 19 July Presidential Briefing
1. Attached are packages on the following topics.
A. Soviet/Cuban Options in Southern Africa. This is the
subject of your meeting with the NIOs tomorrow. I
recommend that you start off with some comment to the
effect of, "This is an example of one of our jobs, to
carefully examine even unlikely contin encies that
might present particular opportunities or dangers to
the US. We need to do more of this rather than doing
more and more refined presentations of the most likely
courses of events." After the meeting I'll boil down
the talking points.
B. Lebanon. This contains some material that you may want
to peruse. I conclude from the meeting today that if
you address this at all with the President you want to
do it very carefully so as to avoid making policy
proposals. Rather I think the basic thrust would have
to be to give the President a background to question the
assumptions on which current policy is based. It will
take a week or so to prepare for this properly. Do

D. Soviet Air Defense. This contains a rough condensation.
We'll keep working on it.
E. Terrorism. This also contains a rough condensation
based on today's pre-brief.

2. In addition the following topics are being followed for your
use on Wednesday.
A. Congressional Reaction to Presidential Initiative on
Leak Prevention. OLC will prepare a short summary.

will advise you if there are any loose ends to be tied
up with the President.
C. DDO will provide a short statement
