Also included are packages on the following topics. 25X1 1. The basic briefings for three topics have been put in the attached notebook to help you get the sense of how they would flow. Note its designea to ask the President what he wants and then give one or the other briefing, but not both. However, in either case it still needs drastic pruning. -The West Bank. The main question is, "Which of these to use?" Two of them deserve a specific layout of pros and cons. -International Oil. This is discussed below. me 3. Finally the package on Soviet Command and Contr 25X1 A. II Mr. Bowie will give a fine briefing. However, agains this must be weighed these factors. -He will have just returned and will have to spend most of Tuesday preparing himself to his high standards. 2 5X1 -The topic is not urgent, e.g. 4 April (just before rrives) would be just as good. International Oil -Maurice Ernst, as his cover memorandum details, feels that oil will be very much at the front of the President's mind and that nowhere else will he get the kind of _ ---o -the-mod---term that is in this briefing and that he needs. -You and the DDCI think that the President does understand the problem in which case you will either find yourself telling him what he already knows or, worse, discussing things he knows better than you do. -I recommend, if you can afford the preparation time, that you take the approach described in my sketch of telling the President our o mms in t=ee-seatP rP_s and then tell him if those conclusions aren't news to him you won't waste his time, if they are news you'll go through the briefing. u 5. A final unrelated question arises from the Vice President's plan to visit Iceland, Denmark, Norway, Sweden, Finland and the Netherlands 13-22 April. Do you want to try to brief him yourself before he leaves? I know of nothing urgent for you to present.
