March. P residential Briefing and Future Meetings 25X1 1. Attached are several folders in preparation for tomorrow's briefing: A. B. C. Sudan - Contains proposed talking points. Uganda - Contains proposed talking points. Egypt - Contains some of the material given to the DDCI for his use and an answer to your question 25X1A D. Syria-Iraq - Contains some of the material used by the DDCI in preparing his briefing. E. Yemen - Some backgrong in case you haven't had time for this topic. 25X1 2. Thursday morning you have an NIO meeting. Please indicate what topic you would like to discuss. I recommend we hold to one topic: A. Muslim Fundamentalism. This seemed to be cut short last week and you were distracted by telephone calls. Do you want to revisit it? This is the topic Mr. Bowie now plans to cover with the President on 21 March.. C. Latin American Trends. We've made no progress in developing a Presidential briefing on this and, apart from Mexican oil and gas, it's been a long time since we looked at this area. D. Arms in the Indian Ocean. Events in both. the Middle East and Southeast Asia have impacted on our perceptions of how arms control might be implemented here. 3. The DCI and DDCI will brief the President tomorrow. The objective is to prepare the President for his forthcoming trip, not on the Egyptian-Israeli negotiations, but on peripheral issues that may arise to complicate his mission. Identifying such issues should be the focus of our search of the incoming traffic overnight. 2. At the moment the DCI and DDCI plan to touch on some or all of the following topics. A. Syria-Iraq Rapprochement. Any signs of movement one way or another would be particularly helpful. C. Sudan. Any news on Sudan's economy, relations with Libya, Ethiopia or the Eritrean rebels, or signs of southern Sudanese dissension would be of particular interest. D. Uganda. Please be particularly alert for signs of outsiders meddling in the Tanzania-Uganda war, and, of course, to developments in that war. E. Yemen. Please collect late reporting on the status of fighting, Saudi moves and particularly any reporting that will shed light on the degree of Soviet and Cuban involvement. F. Lebanon. Any reports that tend to support or calm our concerns for a renewal of Christian-Syrian fighting would be helpful. 3. I will check in with you about 0700 for whatever you've been able to collect overnight. The DCI and DDCI will be at Headquarters during the morning until about 1030. Please inform us of any late breaking news on the areas listed above or in any other area which you think merit the DCI's attention. In particular please inform me of any in preparation.
