MEMORANDUM FOR: Director of Central Intelligence

1. Members of the Office of Security have stopped in to see me on
many occasions when they were in the process of trying to ascertain
whether a "leak" occurred that warranted their'investigation. One of
the problems that they have is determining whether a "real leak" occurred,
or whether it was an "official leak."
2. In order to save the unnecessary expenditure of time, manpower
and money in trying to determine whether a leak warranting a security
investigation has occurred, I recommend the following rather informal
steps be taken (I have discussed this with F _j and he thinks 25
such a procedure would be very helpful to him and his staff).
a. When Security has a question about some item which
appears in the media, etc. and is uncertain as to whether
an investigation is warranted (assuming one has not been
directed by you), they will provide me with a copy of the
article in question.
b. I will then send you the article with a note asking
you if you would like to have the possible leak pursued and/or
whether you would like to take it up in one of your meetings
with Brzezinski, SecDef or SecState. (It is possible that
what we might think is a "real leak" may have been an "official
leak" that one of them may have approved by way of backgrounder,
etc.)
3. I have already sent you two such informal notes for your
decision about how yo ant to proceed. UNODIR I will follow the pro-
