These topics have not yet been approved by D/NFAC. After D/NFAC approval of the topic, the responsible officer will be asked to provide an outline for the DCI's approval. Preparation of the draft briefing starts after the outline is approved. A. Soviet Policy in Africa B. Sino-Soviet Relations C. Illegal Immigration from Mexico and the Caribbean D. Prospects of Nuclear Terrorist Threats from Abroad E. Mideast Nuclear Capabilities F. Soviet Nuclear Material Production Capabilities and Projected Needs 5. Basic preparation work has been completed on the following briefings. They are being held awaiting an appropriate opportunity to use them. The responsibile officer will be contacted by the PBC for a last-minute review and update of the briefing. Responsible officers are requested to inform the PBC if these topics are to be treated in the PDB, NID or other intelligence publication so that the briefings can be canceled or modified as appropriate. A. Covert Communications (OTS) B. Monitoring a CW Ban (OSI) C. Soviet Forced Labor (OGCR) D. Soviet Compliance with New Fishing Regulations (OER) 6. The following topics are dropped because schedule revisions have produced a backlog of higher priority major topics and because these topics are likely to be too time sensitive to use as filler items: A. FRG-USSR Relations B. Polish-USSR Relations 7. The D/OSR, D/OIA and the NIOs PE, WE and CH are requested to nominate topics for use in late June to the PBC by COB Tuesday, 16 May. The D/ORPA, D/OCR and NIOs NP, NESA and LA will be requested to nominate topics for use in late June or early July the following week. 8.
