4. The following topics have been proposed as possible future
topics for Presidential Briefings. These topics have not yet been
approved by D/NFAC. After D/NFAC approval of the topic, the responsible
officer will be asked to provide an outline for the DCI's approval.
Preparation of the draft briefing starts after the outline is approved.

D. Prospects of Nuclear Terrorist Threats from Abroad
E. Panama - Situation after the Treaties

Projected Needs
5. The following briefing topics have been dropped from the list
of active topics for the reasons indicated:
A. Soviet Compliance with New Fishing Regulations. Covered
in the PDB.
B. The following topics are dropped because schedule
revisions have produced a backlog of higher
priority topics and because these topics are likely
to be too time sensitive to use as filler items:
(1) Southern Africa: Rhodesia vs. Guerrillas
(2) Five-Power Conference on Africa
(3) Cuban Developments
(4) Chile - Authoritarianism vs. Democracy
(5) Protected Villages in Rhodesia
(6) Narcotics in Latin America
(7) Portugal
(8) Chad
C. China S&T Conference and PRC Trade in High Technology.
Incorporate in general briefing on China now scheduled
for 23 May.

6. Because a large number of topics are being worked the request
that D/OGCR, D/OWI, and the NIOs SP, USSR and EAP nominate topics during
the week of 8 May is canceled. However, D/OSR, D/OIA, and the NIOs PE,
WE and CH will be requested to nominate topics for use in late June the
following week.
7. A tentative schedule for major topic preparation is attached.
