Acting Presidential Briefing Coordinator
SUBJECT Preparations for January Presidential Briefings
1. Attached is the 22 December memorandum showing where topics
stand. Only the following require action on your part.
2. Please review the topic outlines and indicate any changes
to be made:

a. West European Unemployment Problems: Political Ramifications
Object: To provide the President background information
and analysis for discussions with West European leaders.
Sidney Zabludoff writes: "The continuing high level of
West European unemployment and its political implications
will unquestionably come up at any discussions on economic
matters." ' So far as timing of such a briefing is concerned,
a steady stream of European leaders will visit the White
House, and the analysis may be useful to the President
in any disucssions aimed at convening another Economic

SUBJECT: Preparations for January Presidential Briefings
4. Although an outline on Soviet Views on Banning Weapons
of Mass Destruction has been prepared, a memo to the DCI will be
coming to you from OSR to explain why we, nonetheless, don't
think it is suitable as a Presidential Briefing. (I can include
this memo in the whole DCI package which I will be giving him
tonight or tomorrow if you want to have him consider all the
briefing subjects together.)
