the Congressional leadership on security. I should have. At least
to thank him for taking the time. Put on the agenda for next week
to give him an update on reactions to the meeting on security and
to thank him.

I. Thank you for your initiative on leak prevention
IT. Senator Bayh is having SSCI staff prepare bill or resolution
A. Extend S. Res. 400 to whole Senate
B. Three tiered system for reducing info access
1. SSCI: total access to Intelligence Community info, including
sources & methods
2. Substantive standing comm.: access on request & as appropriate
3. Foreign Relations and other appropriate comm; access as needed
C. Reduce SSCI by 1/3
-Not replace members whose terms expire
D. Possible new committee structures:
-Joint Committee on Intelligence or
-Return to previous system of intelligence subcommittees of
standing committees
