Proposal No. 4114
We are pleased to submit our attached proposal for the completion of the
HR-73C Configuration. Our proposal covers the work described in Engineering
Report No. 5373, specifically, the work outlined under Section 5 starting on
page 20 of the report. The present proposal covers phases 1 through 7. After
completion of flight tests we would be pleased to enter into negotiations with
you to continue the program through phases 8 and 9.
Our proposal is based on the award of a CPFF contract containing the same
terms and conditions as were contained in Contract HF-32-27. The specific
terms and conditions we request are spelled out as an attachment to this letter.
In the course of the proposed work we would require as Government-Furnished
Property all of the "C" equipment under Lot I and the additional equipment de-
veloped and manufactured under Contract HF-32-27. Specifically, we would expect
you to supply without cost to us the following items and/or services:
1. HR-73C Configuration (s) and components
2. 300" Collimator (s), power carts, handling carriages and certain test
equipment including:
a. Dual channel Textronix 531 Oscilloscope
b. Three-axis rocking table
c. Vibration pickups, amplifiers, and calibration table
d. Two Century Oscillographic Recorders
e. Leads and Northrup Thermocouple
f. Sardex Temperature and Humidity Recorder

Air transportation required for phases 1 and 6
i. Test vehicle, pilots, fuel, etc., for conduct of flight tests during
phase 7

Additional miscellaneous items are spelled out in Appendix "TA" and "B"
of our Engineering Report No. 5373.

You will notice that under Phase 7 we have included a 30% adjustment on the
base labor for extended work away from the plant. This is in accordance with
our policy for extended travel compensation, a copy of which is attached for
your review. You will note that this policy calls for a 20% compensation above
base rate for domestic service; however, since our experience on Contract KF-32-27
has indicated that a good deal of overtime is required in the performance of the
flight testing, we have increased this allowance in this particular case to 30%.

TERMS AND CONDITIONS
I. Our proposal is based on the award of a Cost-Plus-Fixed-Fee Contract
containing the following Terms and Conditions.
A. The following shall be considered allowable items of cost on
the performance of this contract.
1. Research of an applied or developmental nature, provided
it does not exceed 5% of the cost of goods manufactured
by The Perkin-Elmer Engineering & Optical Division, and
further provided the research is not directed toward the
development of purely commercial items or processes.
2. Expenditures by the Contractor for transportation of the
personnel directly engaged in the performance of the work
hereunder, plus reasonable actual subsistence expenses.
3. Overtime wages, including premium and shift premium.
B. The fixed fee shall be paid in monthly installments based on
allowable costs incurred by the Contractor and approved by the
Contracting Officer computed at the same ratio that the total
fixed fee stated herein is to the total estimated cost stated
herein, subject, however, to the withholding provisions on the
payment of fee.
