As I advised you during your November 15th visit here, we neglected
to obtain your prior approval for purchase arders in excess of $5000, for
overtime worked, and for labor procured from outside services on the
work performed. by the Electronic Instrumentation Division, Accordingly,
your approval is r. eque sted for the following:
Sixty-five hundred hours of non-exempt overtime, at an estimated
premium cost of $7900, was used during the period June 24 thr. ough Nov-
ea-r~uer 18, 1956 in the development and production of data-reduction equip-
x~~~ent for Systems 1 and 3,
Your approval is requested for an additional 1900 hours of overtime,
at an estimated premium cost of $2600, during the balance of t;he product-
ion program. Such overtime has been and will be required to relieve
production bottle-necks and meet the required delivery schedule.
$4"1,452, 92 of purchased design, drafting, and techniciazi services
were procured in support of the Systems 1 and 3data-reduction develop-
ment acid production program. during the period June 4, 1956 to December
8, 1956. These, services were procured on Purchase Order Numbers
G-17053, G-242,46, G-24771, G-24779, G-25731, G-27532, Ci-?25733,
G-25943, G-25948, 27-36614, 27-36732, 27-36733, and 27-36'749 from
Aircraft Development and Engineering Company and Inglewood Engineering
Company on the basis of the lowest prices available for this type of service
with due regard for quality and ability to perform the contract;, and as a
result of competitive bidding.
Separate letters requesting the approval of the various purchase orders
which exceed $Fi000 in value accompany this letter,

Dear George:
Your approval is requested for the following overtime in
the System 5 program during the period November 16 through December
16, 195E~; thirteen hundred hours of exempt overtime at a prern:ium cost
of $2000; 1700 hours of non-exempt overtime at a premium cost of
$2, ?00.
Your approval is requested for 1000 hours of exempt overtime, at
a pxemiAam cost of $1550, and 500 hours of non-exempt overtime, at
a premium cost of $750, during the period November 26 through February
16, 1957 to be used in the support of the System 2 field tests. th~eekend
work is required to set up and check out the Washington station on sched-
ule, and operation of the Seal Beach station is necessary for transmission
of test signals. During the operating period, commencing December 3,
the schedule calls for 40 hours per -Meek on the air time. Travel to the
sites and set-up time will necessitate an overtime work day.
In addition the following modifications and additions are requested
for overtime approvals already granted.
1. On System 1, your approval is requested for 100 hcours of
exery~pt overtime, at a premium cost of $160, in support
of the emergency modifications of the preamplifier requested
'ay you about October 22.
7. On System 2, your approval is requested for an additional
250 Hours of exempt overtime at a premium cost of $400.
Such overtime was used in support of field-test program s
on System 2 between 6-15-56 and 8-31-56. Some $6000 of
non-exempt premium pay previously authorized for System 2,
duri~ig the period June through August, has not been used.
Your approval is requested for 1100 hours of overtime, amount-
ing to a premium cost of $1500, to be used periodically during
the production of System 2 equipment in order to meet specific
schedule '.~ottle-nec'~.~s.
3. On System 3, your approval is requested for an additional
1000 hours of non-exempt overtime, at a premium cost of
$1400, for periodic support of production of System 3. $320

of premium time was previously authorized through October
31; an extension of this time period is requested through
January 31, 1957. One-hundred fifty hours of exempt over-
time, at a premium cost of $230, is requested in support of
the development program for System 3.
4.. On System 4, your approval is requested for an extension of
time from November 30 through February 29, 1957 for the
overtime previously autharized in support of the development
program. An additional 750 hours of exempt overtime, at
a premium cost of $1200, is requested during this period to
support the development program. Additionally, 2500 hour s
of rton-exempt overtime, at a premium cost of $3"r'00, is re-
quested in support of System 4 production to be used through-
out the program.
Approval is requested for 200 hours of overtime, at a p.rernium cost
of $300, commencing July 1 and extending through January 31, 1957 to
be rased by technical representatives during their training period for
overtime inc;urr. ed during operations at the ranch.
